It depends on the games you intend to play, and the graphics settings you'd like to play them at. Generally, you won't get 144 FPS at 1080p, max settings, in graphically-intensive games even with a GTX 1080. Even a GTX 1070 can't get 60 FPS in every game with the settings maxed at 1080p, so I definitely wouldn't recommend a GTX 1060, if you're looking for above 100 FPS.

If your only options are a GTX 1060 or GTX 1070, then definitely get the 1070. Though, for higher FPS-gaming at 1080p with settings maxed in the most demanding games, I think you'd want a GTX 1080.

look for benchmark of those card on youtube. A gtx 1060 will run most of the game at 1080p 60 fps ultra, a 1070 will run them all at 1080p ultra no prob and a 1080 is just overkill for 1080p

The OP is asking about 144 FPS gaming, which not even a GTX 1080 does at 1080p, in demanding games.

In this video, the GTX 1080 generally gets an average of around 110 FPS. However, it gets lower in some games, and higher in others. Also, these aren't the most demanding games, and the settings aren't maxed in all of these benchmarks (in the Witcher 3 benchmarks, there's no Hairworks).

I agree with you but still ... a 1080 is overkill for 1080p. I said what i said cause i think over 60 fps its just fancy stuff and i dont want him to buy a 600$ when the job can be done with half the price. No he wont get 144fps but who does ?
