My laptop shuts of every 5-10 seconds

After trying to reset my computer,(Which cancellation on 7%) turns on and off every 5-10 seconds. The screen is on and showing the dell sign.

It had an error, so i canceled it, and then started the problem

I've never had an error while resetting windows. Though I always recommend a clean installation over a reset. I think as of right now a clean installation would also be your best bet. Something is probably corrupted.

no get an install disk and try to install from there

No, just reinstall windows yourself. Reformat the drive if possible, plug in a windows boot device (CD/DVD or a USB flash drive) and reinstall windows.
