3GHz World Record GPU Overclock

I recently saw on the Guru3D Twitter that the GTX 1060 just broke the world record for overall GPU overclock at 3GHz, and I'm wondering:

Why didn't the GTX 1080 get the record? It is higher clocked... I don't know much about overclocking, can someone please explain?

Justa luck of the draw.

"Golden" chip.

And because all Pascal cards basicaly OC the same so eventualy this 1060 managed to do a bit better but that doesent mean other 1060s can do that.

We would probably need a physicist to answer that question. I know 2 on this forum, but I don't know if this is their specialty.
