I turned all the fans in my PC on silent mode in my motherboard's BIOS but they still run at over like 1000RPM on idle, and they ramp up even more under load. What fan speed control software should I use so I can allow my PC to be quiet and only get louder when it's under load. Thanks!

What brand is your MoBo? If it's Asus they have fairly good fan control software that links with the BIOS.... most of the time.
