Hello. I have the ASUS Maximus Hero VIII, and 7 PWM be quiet! silentwings fans. 2 of the are for the CPU cooler, the other 5 are for case airflow. But my case only has 4 4-pin slots, so not enough for my fans. What should I do? I know there are fan splitters, but for some reason, the 3rd is missing on one of them, and also I read up that using splitters is bad because it doesn't get enough power or something like that. Advice?

For PWM fans you can get power splitters if you need a lot of fans, but in general you can have 3-4 fans per header depending on the fan as long as it doesn't exceed the 1Amp capacity.

Nothing wrong with splitters. You can get the swift tech or one like it. Power and control all the fans off a single header.

Which phanteks unit are you looking at exactly, they have some me PWM to 3 pin hubs so as long as it's not those ones you will be good.

That would work as WoodenMarker mentioned a hub would keep things a little neater.

Does that put stress on the motherboard or something. I don't know much but won't the fans not get sufficient power?

Well for the regular splitters your drawing power from the header so you wouldn't want to overload it most have a 1 amp capacity, the silverstone or swiftech ones are powered from the PSU and only take a PWM control signal from the motherboard.
