everything you read below would be speculation.

So my 2 pence are - 490 will overtake 1070 and be closer to 1080.

If they release it before January 15th, I'll get it. If not, then I'll keep my gtx 1070. I'm considering returning the 1070 within the return-by date (it's new) and replacing it with the AMD equivalent, so I can get a better priced gaming monitor. Otherwise, I might bite the bullet and get the overpriced nvidia-based monitor. Really hoping AMD releases the GPU soon!

I don't think it will happen before then. Release schedule for it is H1 2017. Which means it could just as well launch in June.

My best guess is that it would be somewhere between 1080 and 1070 performance. It would probably match a 1080 in certain games that heavily favor AMD and would most likely perform on a closer level to a 1070. The Vega 11 GPU would probably be the one to compete with the 1080. I don't put a huge amount of stock in it being called a 490 either unless AMD is trying to make their naming system easier for the average consumer.
