Before anyone tries to tell me to just build a PC as it'll be better for the money, I already tried to get that through my dad's head and he won't do it because he just wants to plug it in and have it work, along with some bullshit about warranty.

That out of the way, as the title implies I'm looking for the best 600USD prebuilt out there. No real requirements, other than it needs to be 600USD or less, doesn't need any peripherals or a monitor, doesn't need WiFi, and (this one is optional but preferred) is kinda smaller form factor (like a Core 1100 or so in terms of footprint if possible).

As for specs, the best for the budget is all I'm looking for, though I'd prefer it favor a little more single-core CPU horsepower over graphics (i.e. i3 and R9 270 vs FX 6300 and R9 280). It also doesn't need an SSD (in fact I'd prefer if it was just a 1TB HDD), and 8GB of RAM is more than sufficient. One important note: if you manage to find one with an aftermarket air cooler (such as the one in the PCPP link below) that would be ideal, as temps in my house will easily hit 85+F in the summer months, and a stock cooler will not cope with that well.

Basically, the closer you get it to this, the better: https://pcpartpicker.com/user/tmcclelland455/saved/2G34D3

meh dell optiplex 3040

for 600 you get a i3 and a 8gb and win 7 pro.

Its realiable small and just gonna work

If it doesn't have dedicated graphics it really won't do so hot. My sister wants to play some of my games (aka GTA IV and Cities Skylines), and unless I do in-home streaming which leaves me without my rig, she won't be able to play those on an iGPU.

I built my first PC in one day. It's a shame your dad wont allow you to build one. I know how it feels, I once had to help a friend get a PC and I couldn't persuade him to build one. He ended up getting an FX 4300 and a 960 for like 1000$ or something like that. Sure you can't get a shop to build it or something?

Oh, I have my own PC. :P This one is for my sister, whos using an OptiPlex 760 USFF I loaned her.

Apparently, just because a stick of RAM wasn't seated properly when I gave it to her, I can't be trusted for anything other than advice (I rebuilt it for her and had it ready to use in less than 2 hours which is probably why a stick of RAM wiggled out).

does he even need a dedicated GPU?
if not that makes this process a lot easier

He has a Phenom II X6 1100T (or one of the faster X4's, I can't remember), 4x4GB Vengeance RAM, Crosshair IV Formula, and a 6770 2GB. Sad part is he built this 5-6 years ago, and didn't start using it until like August when his old PC died. It has MAYBE 2 weeks of power-on time.

Yeah. There is no way in fresh hell GTA IV (or Cities) will run on an iGPU unless it's something like one of the top-dog A10s.

It's not entirely out of the question, but the GT730 kinda puts it off to the "well I guess it'll work" category.
