What does the LTT community think of the computers that schools and offices use for general computing. I'm thinking of the Dell Optiplex but anything like a mass produced cheap pc is what I mean. Are they total crap? I saw one for around $150. When I priced out parts for a super cheap but still ok internet machine build it came out to $250.

It depends entirely what it's being used for. A C2D based system from 10 years ago can still handle basic web browsing/office work without any issues whatsoever, but $150 for it would still be too much.

I like the cases of the old Optiplex line and have actually bought some for upgrades and painting. I don't use the motherboards, but everything else has a good bit of value.

Our school has pcs with core 2 duals and they still run perfectly

Same with mine, but ours are so slow. My school uses a networked VM to perform some of the higher end tasks, much like with Linus's unRAID machines.
