"64 bit Windows" is still x86

x86_64 is just an extension to the x86 architecture

I would wait for Zen and Kaby Lake even if you don't plan on buying either since there's a really good chance the current gen CPUs will drop in price once the new generation is released (or you can probably get used CPUs for cheap when people want to upgrade to the latest gen). Either way, I'd wait it out, it should only be a few more months at most.

There will most likely be motherboards ready when the CPU's are out. They should be fully released at the end of this year or January next year.

I'm fairly certain that motherboard manufacturers have had Zen and Kaby Lake CPUs for a while now. That's where all of the leaked specs have been coming from I believe. Linus even said on a prior WAN Show that motherboard manufacturers get engineering samples of the CPU so that when the CPU is released there's hardware that supports it.

Amd were the first to bring out 64bit processors so I would hope so.

It is more then just they were the first, they invented and have all the patents on the x86-64 also known as AMD64, Intel and any other cpu makers wanting to use it have to pay AMD to use it.

There haven't been only x86 only cpus for over ten years now, pretty stupid to not have it especially if they own it, and limit all its users to 4gb of ram.
