how to check if someone uninstalled program

What program do you think he removed? You should be able to look at the lack of evidence that it's there. A System Restore point may have also been created if you're using Windows.

Don't believe there is a uninstall history of sorts

Windscribe vpn, i just want to find evidence that it was uninstalled give him hell about it. lol brotherly fight

if you run ccleaner *registry* cleaner you can look after the scan to see what bits of programs are left.

That doesn't mean that he removed it. It just means it's been removed, which really deals with the lack of evidence that it's present.
