I would definitely suggest buying used. Personally, I'd never buy platter hard drives, fans, PSU's, or LED's used, but buying GPU's is usually safe, especially on eBay, just make sure the seller has a good rating and it appears good in the pictures.

Ive bought 4 "$1k" cards used. Ill do it again if need be.
