Need help with pc!

My system that i have built about 2 months ago has been acting wierd

-Gpu: Msi nvidia gtx 1060 3G oc

-Cpu Amd Fx 4300 (I know horrible)

-Mobo Gigabyte GA-970A-DS3P

-PSU Zalman ZM600-LX

-Case Zalman Z1

-Cpu fan Zalman CNPS5X Performa

-Case Fans Stock 

-Ram 8gb ddr3 Hyper X fury 1866 mhz

-HDD WD blue 1tb

-no ssd

 

 

 

 

 

The problem is neither Gpu or Cpu get to even 70 percent they just stay at 50 and thats it,ive seen people who have the same cpu but a 960 having 70 fps on rust,but my system barely hits 40 does anyone know whats wrong here?

What are the temps like on the cpu and gpu?

50 to 60 mostly lower tho
