There are lots of good options out there for a gpu. My prerequisites are needs to play sims 3, fallout 4 w/mods, skyrim w/mods, witcher 3 and minecraft w/mods all at no more than 1080p. I want smooth frame rates and enough vram to push the mods. 

 

Ps. Do not recommend a 1060.

I mean if not a 1060, there's only one other option, assuming that's your price range.

Well then get an Rx 480. I don't know why you don't want a 1060, buy you don't need a 1070 for fallout 4 at 1080p.

I'm not any good at recommending cards but I will say don't restrict yourself to buying just to your current needs, leave a little headroom in case in the near future your needs change. You may want to consider 1440p or more intensive games in the future, so just bear that in mind. I made that mistake a few years ago, so that's why I mention it.

the cards offered thus far are more than enough to run 1440p. Higher resolution is awesome no doubt but in the future probably next gen gpus I'll jump to 4K but for now 1080p is just fine for me for the next few years no problem.

True, but I wasn't doubting the capability of those cards already mentioned, I was merely suggesting to be wise to the future in purchases. But it looks like you're squared away in that regard so my point was moot anyway. Good luck

I guess the RX 480 8GB is pretty much the option that's left. But I'd personally go for the 1070, even if overkill at 1080p.

Like I said I'm not going to hook up a Titan xp to a 1080 60hz screen.

Of those cards you mentioned, i would only recommend the r9 390, which is just a tad better than a gtx 970. Both are good cards for 1080p gaming in general. But as someone else already mentioned, if money isn't an issue, get something with a little extra power for future games. Just as you don't want to get a titanx for 1080p, you don't want to be upgrading every year because you keep getting a GPU without extra room for future games. While the r9 390 is a good choice, there are newer options like the rx 480, gtx 1060 or the king of performance/price, the gtx 1070. For those games you mentioned, i would go for the 1060 6gb. It's literally the perfect choice for your needs. If not, then the rx 480. But really, if money isn't an issue do yourself a favor and pick up the 1070 for futureproof.

Nobody is telling you to get a Titan XP. A gtx 1070 is far from a Titan XP.

Ummmmm r9 390 blows all those cards out of the water... Not even in the same league. Do yourself a favor and don't buy anything less than an RX 470.

Your logic makes no sense. No 1060 but you dont want a "titan" level performance. If you want a good 1080p experience than the 1060 or 480 are the cards for you. They perform very well. 1060 can OC better and is faster than the 480 in DX11 games but the 480 bridges that gap in DX12 titles.  I would say go with the RX480. Its great for 1080 and leaves some head room for future 1080p gaming at 60fps.
