Yea, this is not normal. Even if you have a super slow system. Shutdown the system, and plug it to a different USB port. Avoid USB hubs, try and plug directly on the back of your system.

 

If it still doesn't work, try a different USB flash drive, something might be wrong with the one you have, where it doesn't like to be bootable.

 

I assume you use the Media Creation tool to make the USB flash drive, correct?

Na I downloaded it from here https://www.microsoft.com/en-us/software-download/windows10ISO then used the mac boot camp and it worked.
