How much RAM

When buying RAM should I Ian to populate all of the slots or just two. I plan on getting 32gb of ram. And what frequency should I get?

Then no matter how many sticks, they'll run in sets of dual channel. Basically, get 2xwhatever because it looks better and still leaves room for expansion.

The RAM's timings are more important than their clock speed, and you basically want lower timings (although some high end, a.k.a. expensive as hell, kits have both high clock speed and low timings). In the end, there isn't a huge deal of difference.

Speaking strictly about performance, on Z170 (6600K/6700K), there is no advantage of running 4 sticks of RAM over two sticks, if you have the same capacity (ie. 4x4GB vs 2x8GB).
