At an exchange, which exchange depends on where you live. Some popular ones are Bitfenix, Bitstamp and Coinbase for USD markets and Kraken and BTC-e for EUR. But there are others, just google them.

where you can find ppl in your area to do face to face transactions with.

 

Some regions also have bitcoin ATM's, google for a map to see where's one closest to you.
