This is my first build so forgive my ignorance.

I'm having issues with the backplate for this cooler. The long screws supplied are extremely loose and fall out extremely easy. This makes it difficult to fit onto the motherboard.

I have watched the demo video and the installer did not have any issues with those screws coming off easily.

Even if I put the numbered bracket on and tighten it with the short screws, it still doesn't feel right. Should the backplate be wiggly? Should the long screws still keep moving?

I haven't installed the actual cooler on yet because I don't want to mess up the thermal paste since I don't have any alcohol to wipe it off with.

The lack of help availablefor this cooler makes it even harder.

What can I do?

So it's normal?

Is it okay to test the cooler installation first (without applying any paste) just to see if it all fits properly? Or will doing this harm the CPU?

Yes, it's fine to install it without any paste first. You can also remove and reinstall the cooler after using thermal paste without wiping it off.

Something to add:

If I turn the backplate over to the AMD side and put the screws into the corresponding holes, it fits much more easily and is not loose at all. I can freely turn the backplate over and they won't fall out.

Make sure that it's facing the right direction according to the instructions in the manual for your socket.
