But can it run minecraft?

So I have seen many people say minecraft can really become demanding once you start to push the settings. So I did exactly that, I put on continuum at ultra, bump mapped 512x textures and maxed out all the settings at 1440p. I'm currently on an I5 4690k, 16GBs of RAM and a strix GTX 1070, and I'm getting 30FPS, is this normal or am I doing something wrong?

sounds about right you may want to allocate more RAM to it though because im pretty sure it limits how much RAM it uses by default

Render distance at 32? That really tanks the fps. I was getting 60 fps though with a 960 and an i5 with default texture pack at 32 render distance.

maybe vsync is playing up, try turning it off and see what happens

I could be wrong but Minecraft is a java application therefore by default it'll only use your CPU and in some cases you have to manually make it use the GPU to render by:
NVIDIA control panel > Add this to the programs list > C:\Program Files (x86)\Minecraft\runtime\jre-x64\1.8.0_25\bin\javaw > Set to use high performance processor

That should get Minecraft using the dedicated GPU if it isn't and increase performance greatly though I can not guarantee this is the issue.

by default minecraft only uses up 1GB ram, try to give it 4GB. which is what you should do for 512x512 packs

at max settings at 1440p, there is no way a 4690k is pushing 30fps, its either vsync or ram

Render at 16, I'm using x512 textures and bump mapping it too

It is using the dedicated GPU, it is pinned at 99% on Continuum, but for some reason using Sildurs makes the usage tank to 5-15% which makes my FPS go to shit. I have set it to run on my GPU at "Prefer Maximum Performance" mode

I have the "Max framerate" option set to "unlimited". I don't think 1.11 has a Vsync option

SK photo realism x512 with bump mapping, 16 render distance, 1440p, Continuum, 8GB RAM dedicated to it, no Vsync, Max performance in Nvidia control panel, 99% GPU usage, 40% CPU usage. I think it really just is really demanding
