It's probably a recovery partition for the operating system created automatically when you installed Windows. It may hold some critical files used by the operating system to boot.
It says "needs optimization" simply because you never ran optimization before on the partition, but being such a small partition (and as it most likely has system files protected by the operating system, which means they probably can't be "optimized", moved, changed in any way) optimizing won't do much to that partition.
My advice would be to ignore it, and to leave it like that. It doesn't have a letter so that partition won't show up during regular use of your computer and won't affect anything.
