i3-6100 Enough for editing

I was wondering if  I could edit 1080p videos on an i3-6100 combined with a GTX 1050 Ti and I would use Premiere Pro CC

Anything would be sufficient for anything if it will work.

 

For Premiere, you'll likely want a good amount of VRAM, utility of CUDA, and faster cores and RAM.

You can edit on any computer (relatively speaking) it's just the speed at which you can render stuff that changes with higher performing hardware. Most compressed video codecs are a bit on the CPU heavy side of things, but you should be fine. I edited 1080p AVCHD footage for a long time from USB HDD's and a Samsung QX410 (i5-460; 2 core/4 thread @ 2.53ghz) just fine. Rendering effects and the final render took a little while, but that's the only real difference between editing on my laptop and editing on my workstation. The 1050Ti will help with not needing to render as often if you use CUDA-enabled effects. AMD cards are fine now too, as Open-CL accelerated effects are nearly all the same as the CUDA ones, except one or two maybe. It doesn't take a massive GPU to help with that.
