Weird Chrome Glitch

Chrome crashed on me five minutes ago, and its icon in the Taskbar changed to one with my Google Profile Picture in it. I tried to delete and restore the icon, but now whenever I click on the normal Chrome icon, it opens the icon with the glitch-picture at the end of the Taskbar.

 

I'm using Windows 8.1 x64.

 

I'd appreciate any help with this.

How do I back up my settings to do so? I have a ton of bookmarks that I don't want to lose, and I don't want to set up my top bookmarks menu again either.

If you sign in with your Google account on Chrome then when you reinstall and sign in with Chrome again everything should pop back in. Including bookmarks, extensions for chrome and bookmark menu as well. I do that when I reinstall computer or get to a new one.

If you are logged into chrome, they should be just fine, as they should be backed up to your account.

I'd like to do that manually just to make sure. Is there any way I can export all of my bookmarks (in their exact Bookmark folders) and my top bookmerks menu? I only use a few extensions, so that isn't a problem.
