My friend has a Kingston DT101G2 4GB and when he plugs into the PC, Windows says that it needs to be formatted, but when he tries to format, it says that it was not possible to format, I have tried to format using CMD, but it also says that it was not able to format, when I try to check for errors, it says that it needs to be formatted. Does anyone knows what to do?

try using diskpart to first clean and then format the drive.
