Video Studdering

I noticed today that my mom was watching a movie that was on NBC.com. I notice the video was hard core studdering. Here machine is kinda oldish, but its an Athlon X4, 6 Gigs of Ram. CPU usage was never above 50% and Ram Usage was not that high. The audio was fine. Just wondering what the issue could have been. NBC's web site? Or could it be a computer issue? Just wanted to know if we needed to upgrade the machine. Im hoping to eventually get her an SSD. 

 

Oh and its not internet because I can play video just fine. Plus we pay for 75/10 and get 90/12. 

I just want to sit back and watch the world burn.
