Could you try to format it with diskpart using this tutorial:

so i have 2GB usb 2.0 thumb drive and i made it bootable and it worked but when i reformantted it, it lost storage and now it says it has 792MB any way i can fix it? i need the 2GB of space so i can put ubuntu 13 on it and boot from it

reformat it with FAT32 or NTFS
