GPU troubleshooting?

Just built a new PC, everything works fine except the graphics card. When the graphics card, a GTX 1070, is installed, the PC doesnt post, even though the lights and fans turn on. I am using the GPU's HDMI port, not the mobo, so thats not the problem. Don't have any other gpu to test with. only 1 PCIe slot. How would you go about solving this? 

 

The PC does work without graphics card, my i5 has onboard graphics

EVGA Bronze 500W, PCP says that the max wattage is lower than 300W

I was hoping for troubleshooting steps to see if its not actually dead before I RMA it

Do you have another PSU lying around? Gotta replace possible culprits if we are to find an answer

Seeing as how the PSU is a tier 6 I don't exactly trust it. 

I guess best bet is to replace the card and if it's still not working then it's most likely the PSU at fault

something worth mentioning is resetting your cmos , especially with boards that have on board graphics , it even worked in one of linus' vids ?

if that didnt work for you , better test the gpu somewhere before RMAing it
