System Bus Fluctuation

So suddenly after I upgraded to windows 10, I noticed that my PC wasn't running at the usual 4.3Ghz. I checked CPU-Z while having Prime95 running and I saw my system bus (not only BCLK and DMI, but also my RAM) set at 95-96Mhz, which is rather strange considering that it should run at 99-102Mhz most of the time. The only way to fix the system bus is to reset to stock settings. I have tried the following

-Configuring windows processor power settings to min of 100%

-Turning off Speed-Step

-Turning off Idle C-states

-Manually setting the BCLK

-Increasing voltage (all the way up to 1.3v)

-Decreasing voltage until only 100Mhz above stock (4Ghz)

-Flashing the BIOS with an updated one

All of them failed. Any help is appreciated.
