UHD Upscaling, swindled out of a true 4k experience?

Izumi Reina

So I bought a 4k 40" TV right here

http://www.ebay.ca/itm/172395580181?_trksid=p2057872.m2749.l2649&ssPageName=STRK%3AMEBIDX%3AIT

Its been a day since I purchased it and I noticed something odd so yes I believe the panel is infact 4k but this is what the bottom said

" Enjoy a home entertainment experience like never before with the slim Avera Equinox Series 4K Ultra HD LED Televisions. Featuring 4K UHD resolution and a bevy of picture-quality enhancement technologies - such as UHD Upscaling Picture Engine, UOptitrum Ultra Detailed Color Expression, 4K Dimming technology, High Dynamic Range technology and more,  "

The thing that urks me is the 'UHD Upscaling Picture Engine'. Does that mean any output from my computer will be sent in 1080p then just upscaled? So I cant run native 4k to the TV through HDMI 2.0?

If you send a 4k signal it will be 4k

if you send a 1080p signal it will be upscaled.

What does it say in your resolution settings on windows?
