So I noticed that my rig is kind of decreasing in performance over the last year. When I built the rig I was running CS:GO on 300 frames per second. Now I'm getting 100% CPU usage and most of the time only 160 or 170 frames.

It kind of bothers me because I'm running an 4690k at 4.5Ghz and a 980 Ti. I noticed performance drops in nearly all games. 

Can someone relate or help me. Or do I just have to deal with it?

check what software you have running in the background, also it could be that valve and other developers updated the graphics in their games to look better.

Could be. Problem is it's not only CS:Go. It's Witcher 3, NFS, BF1. Everything

100% CPU usage on CS:GO with an i5.... sounds debatable or problematic as hell,....... on that it's also something likely else not CS:GO.

And do you mean ONE core, or all or them?

 

Besides the "typical Windows bloating" over time, it shouldn't be that noticeable of a degrading experience. Your PC should still perform as expected.

Sounds EXACTLY like virus/malware shit more than anything.... all cores loaded to 100% when NOT running anything intensive....

Stands to reason why your games are running like crap and the system feels worse.
