If he requires Cuda acceleration then it would help but with editing and rendering, having a more powerful CPU is usually more helpful than a more powerful GPU ;)

Only if he is going to be heavily using GPU acceleration otherwise an i7 over an i5 would have more benefits than a 1070 over a 1060/RX480 ;)

WOW thanks for all the support guys! i really loved the help! 

 

I think im going to go with the build mr meerkat suggested and keep the better cpu over gpu since my focus is more towards editing rather than gaming. Thanks for all the support though! now begins the fun part! ordering and putting it together!

Sorry i just saw the message yes im going to shoot in raw 4k and have it compressed to 1080. for color grading im using red giant magic bullet

4K RAW, which camera?

 

The kind of configuration you can build for $800-1000 probably will not give you that great of a performance when working with 4K RAW (I assume you mean Cinema DNG RAW or similar).  4K RAW for video is going to be resource hungry,  You will still be able to work with a $800-1000 build, but don't expect stellar performance.

In this build, I'd consider getting at least 32GB memory, keep the SSD for OS and Applications though you may want to get at least 256GB instead of 120. Replace the 1TB WD Blue drives with wither 2-4TB Drives and consider putting them into RAID 0, preferably WD Black. Get a GPU with more VRAM.
