can you be more specific on which cpu? People get different overclock results with same cpu, because of the different voltage, and different cooler.

It's not the same for every CPU. Some might go to 4.5 GHZ, some won't go above 4.3, while on the other hand someone might have extreme luck and go to 4.7. Look into the term Silicon lottery.

The ability to google properly is a skill of its own.

@Electronics Wizardy and @Bouzoo are correct. Each individual CPU will be different due to tiny imperfections in the process of creating the CPUs. This video explains it well:
