Hello, I was wondering if you could still use this method to transfer a Windows key and reinstall it onto a new PC.

No...

Unless by "change" you mean clean install it, which yes you should be doing every time you change motherboards.

You don't need to buy a new copy of windows.

Can I just clean install it from the settings if the PC if i get a new Mobo?

It's better to just download it to a USB and clean install that way because then you can delete everything before installing.

I read the tutorial but I don't have the free version I bought one that is installed on my PC. Does it work the same?

Yes it works the same, download the tool, run it, and it puts windows on the USB.

The link doesn't say anything about downloading it to a usb. It talks about using your windows account and skipping to put in a Windows key and then sign in to Microsoft and it will work since your account is associated with windows
