Can't delete partition

I need to delete an old SSD with windows on it so I can start fresh but windows won't let me. I have tried using disk management and that didn't work, then I tried using cmd and that is kinda a work in progress it says I need to override something but I don't know what. Any ideas?

yes of course that is what I meant when I said I tried going through cmd to delete it

Click yes.

"List disk"

"Select disk #" # = the drive you're looking to clean

"clean all override"

Can you select disk 1 and show me the "list partitions"?

Use Partition Wizard to format the drive fully.

its not doing anything or at least the end result does nothing. It says its been formatted but it still shows everything there.

How old is the SSD?

its not at all really its more like 5 months old but I got it off a friend and i don't know how long he had it.
