Power Usage

Hello all, I was merely wondering how I could set my GPU to 100% usage, it seems to not utilize the GPU on older games I'm playing (WoW, Perfect World, etc) I've set max performance in the nvidia control panel and still no luck, and max performance in the power mode settings. 

 

(Edited) The GPU sits at around 30% usage, I'm using just 1 1070 for these games

 

Help is much appreciated.

If the CPU is not sufficient, it will bottleneck the card causing it not work @100% of usage.

I'm using a 6600k OC'd and my CPU usage on games is about 50-60%, so its not.

have you got any frame rate limiting on? I would not expect an older game to put a 1070 above 30%. I dont know what CSGO does to my GTX1060 but the fan never spins up very far

I have no frame limit set, I'm actually getting 46 frames in main areas like Dalaran. and in raids it doesn't go much higher too. 40-50% and low frames in combat.
