Basically, yeah, Windows 98 is just an incremental version of Windows 95 with patches and perhaps a few tweaks of the UI.  So software compatibility problems should be minimal to non-existent.

There is quite a bit of difference between 95 and 98 that can lead to quite a number of compatibility issues.

Come Bloody Angel

Break off your chains

And look what I've found in the dirt.

Pale battered body

Seems she was struggling

Something is wrong with this world.

Fierce Bloody Angel

The blood is on your hands

Why did you come to this world?

Everybody turns to dust.

Everybody turns to dust.

The blood is on your hands.

The blood is on your hands!

Please elaborate.

Windows 98 was coded for a newer standard of hardware, with a newer kernel revision, and there are a good number of changes in the coding for the GUI.

Some software had string checks within the initial routine calls that prevented them from starting on Win 98 if coded for Win 95, and vice versa.

Similar things happened when moving to Win XP, which is one reason that the Compatibility tab was added to the Properties Window of Applications.
