Game Stuck On Weird Menu

I was given a copy of Black Ops on a DVD and I wanted to play it today. So I loaded it up on my laptop, and this screen came up.blackops.PNG

It stays on this screen for about 5 minutes, and then it says "failed to install components" or something like that. What do I do? Is it messed up or something?

It's not a Steam game, it was a disc. I don't know why it was connected to Steam.

Steam games are sold on discs too.
