I am getting the ibuypower gamer wa563r7. I know I can get a better pc for a lower cost if I build one but I don't have time to build a pc and this is the best pre-built pc I can find within my budget

is much better specwise and looks nicer too. The R7 250 in your choice is very old and very weak, especially compared to an RX 460. This prebuilt is actually not much more than what it would cost to build it yourself.

Not only is it lighter and smaller, but the 1050Ti and the i3 6100 should easily beat the FX 4300 and the RX 460.That runs steam OS though, so you will need to install windows.
