Intel Q9550

I recently got an Intel Q9550 from a friend. He also gave me his motherboard and an interesting looking CPU cooler. I hooked it all up to test and it all works. The only thing is that the Q9550 is running at 60C idle and goes up to 70C when you open a internet tab. Is this normal for this CPU? Should I look into getting better case fans and a new CPU cooler?

It is not overclocked. Let me see if I can tell what CPU cooler it is.

I was thinking of doing just that. I shall do that in the morning. Also I will probably check the case fans to make sure that they are working.
