I have core i7 6700k with phantek ph tc14pe cpu cooler my cpu at idle is 26c but when like browsing and stuff it jumps from 26c to 46c that fast and then goes down super fast back to 26c why is that?

thats fine, it goes up when loading web pages, as that can use lots of cpu for a short time.

As long as it doesnt hit the ceiling. 46°C is still relatively cool

That isn't bad at all. This is a perfect indication that your CPU cooling is working well. Web browsing requires alot of computing, look at your performance page (assuming Windows 10) and see how much CPU and memory you use while surfing the web.

If you didn't have cooling your CPU would go to 90 deg C in seconds. 26 is a good idle temp.
