So you're confident it's not drivers, thermal, or malware. Captain obvious can't help you here; but here are my thoughts/brain-farts:

Have you performed benchmarks to identify which hardware is playing up? You said you did some after burner stats; I'm wondering how does your CPU and GPU compare in benchmark tests to others with same hardware? I use linux so I use openbenchmark.org to check hardware; theres a ton of similar benchmark sites for Windows and I suggest you check them all.

Wouldn't hurt to also test your RAM and hard drives. There was an issue with Samsung's 840 SSD that caused computers to slow down after a few months of use.

Sometimes anti-cheat software plays up.

Sometimes anti-virus plays up.

Sometimes background software updates play up.

What is your computer resource usage at idle? (ram & cpu & network)

ram and cpu at idle isn't usually any higher than 15% e.g youtube and stuff and for network, i dunno, i mean i never lag in games and can stream fine soooo...

i get around 60 with a single 660 maxed out 1080p, im pretty sure your card is bad lol

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

my lowest was 80, a 30 fps diff is way to low for a card like this, thanks so much by the way this should be enough evidence (i hope) if you  ever need any help with stuff like this just message me

Thats not enough. Please do a proper test & benchmark so we can eliminate faults from anything other than your GPU hardware.

You really need to read the documentation first. If its too much for you then you should look for alternatives; for windows there are many, many alternatives that you can find on google but I can't give you a recommendation for software I do not use. I used Steam's benchmarking in the past but I can't seem to find it; they may have discontinued it.
