I got the pc parts but when i put everything up its not working. i check pc build site and its giving me this msg

I wouldn't worry about that message. 

 

First step is to remove all non essential parts: all extraneous drives, all but one stick of ram, gpu, etc.

 

Next, try to boot it. Make sure that all connectors are properly installed, and ensure that the display cable is plugged into the motherboard (if gpu is unistalled per above step)

 

If that boots, then slowly begin introducing parts back in. When you install your GPU, make sure that the display cable is connected to that rather than the motherboard.

Hear the fan its like getting stuck or something  ( either cpu fan or gpu fan) the nothing happens

Investigate. Is the fan you hear the sound coming from spinning? If not, it's probably that and you need to get it to work or replace it. Otherwise it could be a dead or dying hard drive you're hearing.
