So I have a friend with this monitor Sony SDM-HX95, and windows set it to 60Hz.

The person complaint to me when I installed the new vga that the pics was different, somehow, and after messing about the monitor was set to 75Hz, and the issue was over.

 

Can displays run over spec Hz? If they do is there a risk of damage?

Yes displays can be overclocked. I don't know if there is any danger (probablly but that would be minor) I oc my displaly and a lot of my friends do the same. (No problem what so ever)
