I've not really noticed a difference using DSR 4k on my 1440p monitor, so I just stick to 1440p Ultra.

I can't remember really, it's been a long time since I've used DSR, I tried it out a few times and just never really noticed a difference that made me think it was worth the FPS hit.

if you have two 1080's or a titan xp than go for 4k, but if not, stick with 1440p for gaming and 4k for video editing and other productivity. Or just run 4k on less demanding games and 1440p on more demanding ones.

1440p Ultra vs. 2160p High seems like a highly contrived scenario to me. If you change settings individually instead of using presets, you may find you can get to 4K with most of the important/noticeable details at ultra. There are other things to consider, too, like whether frame delivery is as smooth at 4K as it is at 1440p, and the fact that "high" and "ultra" don't even mean the same things from game to game. I may be tearing apart the question a bit… I guess my answer is that it would depend on more factors tha the question accounted for. :P

DSR seems to require exclusive fullscreen in most games, so that really hurts its functionality for me. In a real gaming situation I'd probably choose native 1440p over 2160p DSR just based on that.
