CPU suddenly slow?!?!?!

Your CPU is severely throttling and is stuck at 800 MHz, likely because of a bad sensor on your motherboard.  Try running ThrottleStop and on the main screen, make sure BD PROCHOT is not checked.  This will block external throttling signals from getting to your CPU.

After that is fixed, try running something simple like a single thread of the built in TS Bench test.  Take a screenshot while your CPU is loaded with that test and it should show if your CPU is able to go higher than 800 MHz.

In your bios, I don't know what mobo you've got so I can't give specifics but it should under something like cpu or chipset management, just look around until you find intel speedstep and disable it.

To get into the bios, tap the delete key until the bios screen comes up.

Under the M.I.T tab, near the bottom you'll find CPU EIST Function. Set it to disabled. EIST standing for Enhanced Intel Speedstep Technology.

Try resetting to factory default settings in your MOBO BIOS, and disabling any overclocks if you have any running. If that doesn't work disable speedstep. Go into Windows and also disable Core parking, and set your power profile to High Performance. Let me know if that makes any impact on how Windows is reading your CPU frequency.

Did you guys look at the XTU screenshot?  Did you see in yellow where it shows Thermal Throttling - Yes?  That problem has nothing to do with Core Parking or SpeedStep.

 

If you look at the core temperatures you can see that his CPU is not throttling because it is too hot.  Intel CPUs have a line going to them that is called the bi-directional processor hot line.  BD PROCHOT for short.  When a sensor on the motherboard sends a signal down this line, the CPU will start to throttle immediately.  It will switch to the lowest multiplier (8) so it will be running at ~800 MHz, regardless of core temperature.  XTU is not telling the whole story.  This type of throttling forces the CPU to behave just as if it is thermal throttling but this type of throttling has nothing to do with the core temperature.  If Bigjamesr runs the ThrottleStop = Limit Reasons module, it will show what is causing the throttling.

In the above example, my CPU is throttling because it has reached Power Limit 2.  When Bigjamesr runs this program, you should see BD PROCHOT near the top light up in red.  This is a common problem in laptops but it also happens on desktop boards too.  

 

The only solution is to replace the motherboard or you can use ThrottleStop and disable BD PROCHOT which blocks these external throttling signals from getting to the CPU.  If the CPU ever gets too hot, it will thermal throttle just fine.  Disabling BD PROCHOT only blocks the external throttling signals.  The internal signals will still get to the CPU and slow it down so it doesn't go nuclear and have a melt down.

I dont really understand the programm to well. I just opend it now and undcheckt BD PROCHOT and hit Turn On. Then numbers started to change then i turned it off again.

I dont really understand the programm to well. I just opend it now and undcheckt BD PROCHOT and hit Turn On. Then numbers started to change then i turned it off again.

Click on the ThrottleStop - Limit Reasons button and post a screenshot of that.  

 

ThrottleStop shows that when you cleared the BD PROCHOT box, your CPU is no longer stuck at 800 MHz.  Run CPU-Z to confirm.

 

SpeedStep was not the problem so there is no need to find it in the bios.  ThrottleStop shows that it is enabled.  There is no reason to disable SpeedStep.

When Limit Reasons shows an item in red, that means that item is the reason your CPU is presently throttling.  As soon as any throttling occurs, there is a record of that throttling stored within the CPU.  In your picture, BD PROCHOT is in yellow so that confirms that your CPU was previously throttling and this was being caused by BD PROCHOT.  

 

This usually indicates that there is a bad sensor on your motherboard.  When a sensor starts to fail, the problem it causes might be intermittent.  One day your CPU might run perfectly fine and the next day your motherboard is a couple of degrees warmer and suddenly it is locked to 800 MHz.  This can be a very frustrating problem to diagnose.  You could ask 100 repair shops about BD PROCHOT and 99 out of 100 of these shops would not have a clue as to what you were talking about.  There is very little software available that reports this or gives you any way to fix this.  

 

You have 2 choices.  You could replace the motherboard and hope that cures the problem but with a new motherboard, this same problem could happen again a week from now, or a month or 6 months from now.  It is impossible to say.  The other solution is to use ThrottleStop to disable the BD PROCHOT signal path to your CPU.  Whatever external sensor on your motherboard that is sending a throttling signal to your CPU will be ignored so your CPU can run at its full rated speed.  Your screenshot that shows 4000 MHz is a lot better than being stuck at 800 MHz.  

 

The other thing to watch for is the amount of time your CPU is spending in the C0 state when it is supposed to be idle.  Your screenshot shows C0% = 14.6 when an idle CPU should be reporting about 0.5%.  If the above screenshot is when your CPU was idle, it is spending way too much time in the C0 state.  That means something is running in the background on your computer.  If there is a problem, check the Task Manager to see what is causing it.

 

Here is an example of my laptop spending 0.4% of the time in the C0 state when it is idle.  This measures the percentage of time a CPU must be active to process all of the various Windows background tasks.  A lower number means you have less background junk running on your computer.
