Okay, so my issue right now is that the game is giving me terrible FPS outside, but inside I literally have almost 200 FPS. Now you might say that is because there is less going on outside and that would make sense but that is not the issue. I have found out that inside it is using 100% of my GPU but outside it is using as little as 5% at peak it uses about 75% that rarely ever happens. I need your help diagnosing this LTT forum

Is it too much of a problem to say that Skyrim SE is basically vanilla Skyrim with a touchup? None of the bugs got fixed so it's expected that the game has issues.

 

If you're certain you've done all you can on your end, like reinstall drivers and all that, then all that's left to blame is Skyrim itself. Because it's Bethesda, and they release buggy games.

Sounds like a cpu bottleneck, try lowering draw distance settings. It's not very cpu optimized.
