Alright. Please help me fix this. When I play CS:GO I noticed my framerate was garbage at certain points (Dropping below 24FPS at times.) Most of the time I sat at ~200FPS. But It will randomly dip. Started testing settings. here they are:

 

Low everything (FXAA, MSAA, EVERYTHING)

Fullscreen windowed (Looks full screen but the mouse can leave and do other things without minimizing the game)

 

I uninstalled and reinstalled my GPU drivers (Using DDU and the AMD thing). Still does it.

Tried GMOD. Also does it

 

My findings: GPU sits around 50% usage on both and will drop to like 2%

CPU bottleneck?

Something in the background?

Don't think so. According to task manager CPU is at 45% load at most (usually sits between 1-10%) and according to MSI Afterburner GPU doesn't go above 50% (will jump to 70% rarely).

It used to not do this so idk. Possibly a RAM bottleneck? I have been having RAM issues

8GB of ram at 2133Hz is more than enough. Only thing I can think of is the GPU? Try restoring your computer and reinstalling windows to get any malware off your system.

I know its enough but windows hardware reserves 4.1GB of RAM. Removing a stick literally does nothing

Noticed my GPU will drop to 450Mhz (Those ridiculous spikes). Heres some stats:

The highest point is 80% load

 

Just ran 3D mark firestrike. Score was 5,201. CPU didn't really go any higher than ~30% except for one point where it jumped to about 70% and then back down.

No clue about the spikes... Sorry :c

It's a problem, but I wouldn't know what causes it if not the driver, the game, the OS or the card itself... So...

You said the card isn't under full load but it could still be thermal throttling. Set a custom fan curve in the settings.

Doubt its thermal throttiling. 60C isn't enough for that
