wanted to customize a laptop. i cant find a website where its not too expensive. my budget is 1000-1400 and have a decent specs and i prefer a 14 inch laptop.

Where do you live? Only 14in laptops with decent specs in your price range is the P640RE. 

GS42VR, AW13R3 are all out of your price range.
