Shadowplay??

I have a budget and want to know if shadowplay is good enough for streaming to where i can buy a cheaper cpu so i5 6600k instead of i7 6700k

Yes, Shadowplay is currently the best streaming software since it is integrated in the GPU itself and will give a very small impact to your GPU performance, but not that much.

OBS is better but will be more headache to configure

Shadowplay runs through GeForce Experience and utilizes the integrated H.264 encoders on 600-series and above video cards. Some programs, like OBS, can also utilize this encoder to accelerate video recording/video streaming.

No. Depends on your budget an i5 will be fine.
