GOW4 Doesnt support 144hz?

Running on ultra is jittery as heck and feels like other games when the refresh rate is set to 60hz by mistake. I am getting 80-100fps but there is something going on thats making things feel very jittery. Turning to Reccomended which is Ultra/High feels smoother but still not quite there.

Does anyone know if there's a way to turn on 144hz in GOW4 or if it might be something else?

This is my best guess as to what is going on.
