When I turn on my desktop it either gets stuck in a continuous looping boot but doesnt display anything on the screen (most of the time) or it stays on but doesn't display anything on the screen. I think it is my motherboard but i want to make sure before I replace my mobo.

windows never starts. Nothing displays on the screen at all. Fans spin and the LEDs light up for like 10-15 seconds then it turns off for like 5 seconds and then repeats

I'd first try re-seating your power cables, and pay particular attention to the 4/8-pin CPU cable; Then I'd try re-seating the CPU fan connector, your RAM modules, and your graphics card, and if that doesn't work, try clearing the CMOS. If you have multiple RAM modules, I'd suggest taking all but one out and seeing if you can get one to boot, and if you don't get any joy out of that, pull the GPU, too, and try using just your onboard graphics.

Hm. Got a spare PSU you could test with to rule that out? Otherwise it's starting to sound like the board. Could try re-seating the CPU, and if it comes down to it, pulling the board free from the case altogether and running it on top of its box or some other non-conductive surface to be sure it's not a grounding issue.

Have you tried unplugging all drives and attempt to start it? ( unplug power cables to hard drives and any CD/DVD drive. This will tell you if any of the drives are causing the problem.) Also make sure you have nothing plugged into your USB ports but a mouse or keyboard.
