New GTX 1060 Issues? Artifacts?

Whenever I run a benchmark on my GPU i get something like this

 

 

And It's always on the LEFT side of the program weather fullscreen or windows, i tried 10 different benchmark tools ALL have this problem (IM RUNNING STOCK EVERYTHING)BUT i can play Witcher 3 on max settings (with max hairworks geralt only) and i still get 55-60FPS AND I GET ZERO ARTIFACTS (or whatever you call the thing in the picture) It seems to only be happening on desktop programs or benchmarks? I tried 10 different games all ran smoothly without problems. Any Idea?

 

I tried fresh reinstall of drivers using DDU already, twice.
